How do i "convince" my baby to fall asleep on her own?

My daughter is 3 months old and sleeps through the night. The only problem I face is she is always way fussy before she goes to bed and half the time she has to be in her little rocker. I have tried everything from just putting her in her bed but I have a hard time letting her cry for longerthen 3 mins. She doesnt like pacifiers. Shes feed and changed so thats not it. She doesnt want to be held or want to lay down. I want to know how to get bed time to go more smoothly I guess would be the best way to put it.
